Now, let’s talk money. The minimum wage in Ningbo actually varies depending on the district, according to the Ningbo Human Resources and Social Security Bureau. 

• For most areas (including Haishu, Jiangbei, Zhenhai, Beilun, Yinzhou, Fenghua), the minimum wage is 2,490 yuan ($343 per month). The hourly minimum wage for part-time workers is 24 yuan ($3). 
• In Yuyao city, Cixi city, Ninghai county, Xiangshan county, and Ningbo Qianwan New Area, the minimum monthly wage is 2,260 yuan, with an hourly minimum wage for part-time workers at 22 yuan. 

In 2023, the annual average salary for employees in state-owned organizations and local government in Ningbo city was 133,967 Chinese yuan ($20,000), according to the local government. This is about 11,000 yuan per month. 

However, private sector wages were considerably lower at 77,750 yuan ($10,100), which would average out at about 6,500 yuan per month.

Like the rest of China, first-time employees in Ningbo must work for more than 12 consecutive months to qualify for paid annual leave. At that point you must give them five days. 

• However, workers in Ningbo, along with the rest of Zhejiang province, are entitled to 13 days of paid marriage leave upon marriage registration, which is above the national average as of February 2025. 

• Employers must pay salaries and benefits during this time and establish systems to support employees’ rights to take leave. Employees must use their leave within one year of marriage, but they can extend it by six months with employer agreement if work commitments arise. 

Non-compliance may result in penalties ranging from 5,000 to 50,000 yuan for employers.

Does Ningbo offer a High Temperature Subsidy? 

Yes! Ningbo has a high temperature subsidy during the hot summer months. 

The subsidy is applicable for four months: June, July, August, and September. Make sure your payroll processes reflect this timeframe to ensure timely payments. 

Allowance Breakdown 

• Outdoor Workers: Employees working outdoors are entitled to 300 yuan ($41) per month. 
• Indoor Workers: Those working indoors can receive 200 yuan per month. 

Workers who alternate between indoor and outdoor tasks or primarily work outdoors qualify for the higher outdoor rate. This includes those operating near high-temperature furnaces. It’s important to accurately assess and categorise your employees’ work environments. 

Also, employers are legally obligated to provide cool drinks at the workplace during this sweltering period. Hydration is key to productivity (and avoiding lawsuits).

Anything Else to Know?  

The Ningbo Municipal Human Resources and Social Security Bureau releases discretionary standards for administrative penalties in cases of violations related to employment services and human resources management. It’s advisable for businesses operating there to check these standards periodically to avoid unintentional violations.
